To be successful in today’s world, organizations must quickly respond to a competitive and continuous changing environment. In most cases that means being innovative, reinventing themselves’ and changing many of the established ground rules of their own industry. Organizational leaders can’t allow their staff to settle and be content with ideas of the past. Organizations must challenge its management staff to embrace change while continuing to look for ways and methods to improve. In many instances, an organization’s structure can impact the degrees of its successes. For instance, an organization with a decentralized structure, which has open communication system, tends to be more innovative. Organizations that are more highly centralized with most of the decisions being made at the upper level, tend to be much slower in their actions because of decisions that are handed down from level to level, where as the decentralized organizations tend to react faster because it empowers its employees and allows them to make decisions at all levels of the organization. An organizational system that is being used world wide by many organizations is that of the cross-functional team. This team concept brings together employees from various functional units within the division and it enables them to implement and integrate new ideas more rapidly, because of the upfront teamwork that limits the amount of trial and error normally associated with change. The cross-functional team approach provides an upfront opportunity to research the impact decisions will have on each functional area and modify them accordingly. The organizing function of management is the deployment of organizational resources to achieve strategic goals. The deployment of resources is reflected in the organization’s division of labor into specific departments and jobs, formal lines of authority, and mechanisms for coordinating diverse organization tasks. Organizing is important because it follows strategy. Strategy defines what to do, and organizing defines how to do it. The organizing process leads to the creation of organization structure. Organization structure is a tool that managers use to harness resources for getting things done. Organization structure is defined as the set of formal tasks assigned to individuals and departments; formal reporting relationships, including lines of authority, decision responsibility, number  of hierarchical levels, and span of managers’ control; and the design of systems to ensure effective coordination of employees across departments. Parker Powertrain primarily utilizes a decentralized organizational structure. Although we are part of a six billion dollar organization, most decisions that impact our division are made within our division. The organization does have many centralized strategic goals that are handed down to all divisions, but each division also has its own internal strategic goals that apply to and impact only that division and its customers and product markets. Parker Powertrain also utilizes the cross-functional team concept within its division for most of its continuous improvement ideas. We have cross functional teams that work on product design, six sigma, scrap reduction, new product launches, cost reduction, and productivity improvements. We even have teams that focus on improving communication, along with recognizing and rewarding employees for outstanding performances and behavior. Depending on the tasks at hand, employees are chosen from all vital departments within the division, and on man y occasions some employees are chosen from non-vital departments, just to offer a little diversity to the team. We have several formal cross-functional teams which are part of the organization’s formal structure. These teams usually consist of the same members all the time, and their primary focus is usually planning the strategic goals within the division. We also have special purpose teams, which have a specific purpose and once that purpose is complete the team disbands. An example of our special purpose teams would be our communication and our rewards and recognition team. They were brought together to help fix or improve a problem, and once they are finished the team will dissolve. Another type of cross-functional team that our division uses is a problem-solving team. This type of team usually consists of hourly associates from within the same department who voluntarily meet to discuss ways of improving quality, scrap, and productivity. These teams continue to focus and work on those types of problems as they arise. Although our organization is already utilizing many of the tools mentioned in this article, I still believe we at Parker Powertrain can benefit more by implementing more of the problem-solving teams. We have several of our  departments that currently don’t utilize this method, and they could improve many of their daily tasks if they would evaluate them and look for improvements. Unfortunately, we still have several managers that seem to be from the dark ages and don’t realize that our employees are our greatest asset, and that usually they can develop ideas and methods that can greatly improve processes because they can bring the knowledge that comes from first hand experience. My challenge to my divisional staff would be for them to either replace those managers that are holding the rest of us back, or convince them to seek the training and the skills necessary to enable them to brace change head on. We have awarded medals to many Soldiers, added their names to monuments and named buildings for them, to honor them for their bravery. But nothing can ever replace the hole left behind by a fallen service member, and no number of medals and ribbons can comfort the ones left behind. Today, people throughout the country will gather together to remember, to honor, and to pay gratitude to those who have served our country. As the demand for private sector is weak, the government helps the people with jobs and also aggregate demand. Investments of infrastructure are divided into two parts: Economic sectors include increasing efficiency in transportation, including roads, railways and waterways, Social sectors such as education, water and sewage system. Investments in a local scenario and their impact on development strategies lead to creation of more jobs, greater ownership, and can rapidly boost up the local economies. This is particularly applicable in times of crisis. Decentralized public investment should be favored where ever possible. It is very important to assess the resultant labour output of these investments with respect to its impact on direct as well as indirect and employment, not only to assess their productivity in short run, but also to assess the long run impact on growth and other subsidiary effects. There are number of infrastructure projects in low and medium-income countries which are financed fully or partially by IFI. Institutions like these should make an effort to allow for larger labour participation in infrastructure development. Fiscal decentralization can be defined as a two-dimensional policy: 1). Decentralization of tax instrument. 2). Decentralization of expenditure. The relation between decentralization and government efficiency can be divided into two large areas: a) The classical theory: There are three main contribution where this theory can be restricted, those are Tiebout’s model of local public good provision where decentralization coupled with mobile households solve the problem of the efficient provision of public goods. The second most influential contribution is of Oates’(1972) Decentralization Theorem that involves the tradeoff between centralized and decentralized provision of public goods in favour of former if average preferences across citizen of different region are equal. The theorem stresses on to maximize social welfare. And the last is Leviathan hypothesis where it shows the mechanism for constraining the expansionary tendencies of government mechanism. b) The second generation theory: The effect of fiscal decentralization has been modeled to embody the political process and the possibility of asymmetric information across political agents. Description of Policy Challenges According to the paper, on an average major percentage of total stimuli package in infrastructure is spent in emerging economies as compared to developed economies. The policy-brief paper tried to link infrastructure spending to job creation across economies. In this section the paper mentioned the main challenge of gestation period of the infrastructure projects. It viewed the time differential in processing of such projects as a challenge, as it failed to produce the expected outcomes on the stipulated time during a crisis situation. It later pointed out how infrastructures in different areas bear different results. Infrastructural Investment in rural area created more jobs than in urban areas as the jobs in rural areas are more labour intensive. It said, â€Å"The policy challenge is to match the targeting of infrastructure investments with the targeting of employment creation, be it by category or geographic area.† It explained the challenge with the help of examples of policies in three economies: USA, Indonesia and Egypt. The paper said that in USA infrastructure expenses consists only a minor portion of the total fiscal stimulus. According to the paper, expenditures on infrastructure accumulated up to 30 September 2009 amounted to US$4.44 billion or 2.6 per cent of the total fiscal stimulus during the period. However, according to a few articles in Forbes and Bloomberg Obama is planning to spend highly on infrastructure like science research and education and upgrade bridges, ports and roads to create more jobs. (Runningen, 2013) (Lenzner, 2011). The amount spent by USA in infrastructure is huge but, if we consider the share of infrastructure in GDP is only 2.4%. In USA American Recovery and Reinvestment Act was passed in 2009 which was a stimulus package to help recover the country from the Great Recession. The Act followed Keynesian macroeconomics wherein high public expenditure was necessary for improving the unemployment condition and further economic deterioration. USA’s planned stimulus package after revision was 831 billion dollars and according to Paul Krugman it was too less though he was supportive of the law. (Nobel Laureate Paul Krugman: Too Little Stimulus in Stimulus Plan, 2009) Some of the critics for this policy said that it was too slow and had a huge price tag but according to the data the policy had resulted in decrease in unemployment as the unemployment rate is around 6and half percentage points lower. (Blinder Zandi, 2010) The policy paper further gave examples of Indonesian and Egyptian stimulus package. The Indonesian Government spent 7.6 billion dollars to boost aggregate demand and this spending on infrastructure was 17% of the GDP. Estimation of the government to set a job creation target of over one million workers was surpassed. As for the Egyptian government the stimulus package was worth 2.82 billion dollar in the financial year 2008-09. According to various estimates it stated that the complete stimulus package is expected to create between 661,420 and 729,650 new job opportunities. This section of the policy paper concluded by mentioning that some amount of public expenditure (read infrastructure spending) is good as it helps in growth and development of economy through skill development of the labour and promotion of SMEs (Small and Medium Enterprises). It further wrote â€Å"spending cuts in such forms of investment would have a serious negative impact on employment and recovery unless ways could be found to maintain services with reduced costs.† Policy Options to address the challenge The examples illustrated above clearly reflect the issues related to the number of jobs created and the targeting of different sections of labour force. The focus of policy making in this area should shift from the amount of money spent to the number of jobs created relative to the set of employable workers and to the amount of public services provided. A prolonged strategy needs to be developed whose objective would be to provide short term relief from unemployment and long term creation of jobs aiming to meet the structural infrastructure deficits. Measures to guarantee timely implementation Higher public spending in periods of crisis for job creation involves a lag which is inherent in the cycle of identifying, formulating and approving projects. Therefore, objective should be a speedy and timely implementation, as an economy which is already in recession can deteriorate even quickly. The rate at which jobs can be created depends on the type of projects (large construction projects versus small or medium maintenance projects). Another important factor which determines the pace of the projects is the distribution of public tender procedures. A number of countries experience effective execution of public investment at less than 50% of the amount budgeted. Therefore, the short term objective is to achieve full execution of available resources rather than just allocation of additional resources. In order to ensure the timely implementation and to reap benefits from the existing administrational structures, public work schemes can be given additional funds to scale up. Taking up planned infrastructure and improving the efficiency of implementation of works formulated in public investment programmes are few of the features of the fiscal stimulus package. Decentralization of standard administrative procedures and dividing them into small grants at local levels to employ small-scale local contractors, labourers and local resources to efficiently enhance the employment opportunities of the infrastructure component of the packages is often a more effective than centrally planned and executed projects. Targeting Traditionally, the options of targeting were limited in public investment programmes, since majority of the works were generally executed by private enterprises. As objectives of targeting can be influenced to a certain degree through innovations to procurement systems hence, Public Employment Programmes, in which special targeting mechanisms can be applied, play an important complementary role. An important means of targeting constitutes the prioritization of investment projects in areas most affected by crisis. Subcontracting small works to local labourers allows for the targeting of special groups, such as women. In regular maintenance activities, women may take a larger share of job opportunities. Impact of infrastructure spending An investment in infrastructure is the first stepping stone towards the long run development and also takes into account immediate social needs. Generally, investments in infrastructure includes those in economic, such as, improving transportation viz. roads, railways and waterways and social sectors, such as health and education, treatment of water and sewage, and other public sectors. These investments depend mostly on the urgent requirements of the country. A major part of these expenditures can be executed through small-scale or medium-scale enterprises and thereby promoting them. Investments in infrastructure with a focus on the employment have a strong employment multiplier effect, since it leads to job creation both directly and indirectly. Increased usage of local goods and services creates a high indirect employment effect, which in turn leads to higher local incomes and thereby stimulates the local demand and consumption. However, this has to be taken cautiously as the way a job is defined varies from one country to another. There is no valid way to measure the direct employment created because of the fiscal stimulus package, as most countries face problems in gathering reliable data. Therefore, we need a consolidated effort to improving our way of understanding and documentation of the effects, in order to provide better guidance on the measures where the effects of multiplier are most prominent, given the requirements of the particular country. Conclusion Investments in infrastructure should be launched to build up capital for sustainable development and inclusive growth: human capital including skills, employment (including green jobs) and entrepreneurship development, and physical capital such as construction, rehabilitation and maintenance of infrastructure. As told earlier decentralized public investment should be preferred:- First, because decentralized decision-making processes are faster and local population more committed to the projects. It improves targeting and its proper use and maintenance. Secondly, the works undertaken are usually on a smaller scale and involve less expensive tenders, which mean there is less need for heavy machinery. Third, decentralized tenders are more likely to be executed by local firms using workers from the area, thus boosting the local economy as a whole. Because many infrastructure projects in low and medium countries are co- financed by international financial institutions, these institutions should make sure that their regulations allow for an increase in labour content in infrastructure development. Though Mars is much smaller than Earth, its surface area is about the same as the land surface area of Earth. Except for Earth, Mars has the most highly varied and interesting terrain of any of the terrestrial planets, some of it quite spectacular: Olympus Mons: the largest mountain in the Solar System rising 24 km (78,000 ft.) above the surrounding plain. Many people wonder what it would be like to go from a dangerous city where they live and journey to a plentiful heaven. This storyline is portrayed in John Bunyan’s allegorical book, Pilgrim’s Progress. This fascinating story describes the life of Christian, a married man living in the City of Destruction, who longs to travel to the Celestial City. As Christian struggles to stay on the right, though more difficult path, I fight to focus in school and not pay attention to distracting ideas. I also fight to get strong enough in dance to become a professional dancer, just as Christian has to climb the Hill of Difficulty to get to the Palace Beautiful. In order for Christian to arrive at the Celestial City without wasting away his life, he must be patient. In the same way, I must be patient to reach my life goal. Just as Christian struggled to get through his obstacles in his life, I must get stronger to dance, focus in school, and be patient in order to reach my l ife goal of becoming a faithful and patient person of God. Christian encounters many people who try and lead him down a different path including Worldly Wiseman. Worldly Wiseman encourages Christian to take the get rid of his burden, and take the short, easy route to his destiny, instead of the long, hard route Christian is currently taking. Christian finds that even though the short route is described as ‘better’ by Wiseman, Christian knows that he needs to stay on his own route because he finds relief: â€Å"I don’t care what I meet in the way as long as I can also find deliverance from my burden† (Bunyan 16). Worldly Wiseman focuses his life on getting rid of all burdens, and focusing on worldly comforts. Christian, on the other hand, keeps his burden, and pushes th... ...e, I struggled to get stronger to go on pointe, but in the end, my reward was actually being able to dance on the ends of my toes without getting injured. Also, I had to focus hard in school while missing the fun with friends, but my grades stayed high and it made school easier. At the time, I was not feeling very wise like Mr. Worldly Wiseman, but I soon learning that it also taught me to be patient. In all of my experiences in my own life, I learned to be more patient with myself and realized how much easier it will be to reach my life goal with new experiences. Individual experiences Individual experiences of students influence student learning as it is only through the use of meaningful information, personal experiences and the student’s thoughts and beliefs that they can develop their knowledge and enhance their learning strategies and cognitive skills. Their experiences and responsibilities make them goal oriented and they contribute to their individual learning. Through their experiences, they will be able to access their preference of learning and its pace. However, as these preferences may not always help them, the educators must help them with their experiences and preferences and modify whenever required. Experiences also create individualism and differences among the students. Thus, the educators must be sensitive to their differences and allow them to adapt in their own ways, building their individual approaches and strategies. As the student learns to relate new information with his or her experience, his knowledge broadens and deepens. As we will learn later on, individual experiences, both academic and personal, builds our prior knowledge, which is very important for the students and effects student learning. (Edelman, 2005) Talents Some individuals are born with and some develop their individual talents and capabilities. The talent of an individual determines the nature of the relation among his new experiences and new information gathered. Thus, his talent can reorganize, modify and even add to his existing knowledge. However, there is some distinction among talent and giftedness. While giftedness requires one to possess and use his spontaneously expressed and completely untrained natural abilities or gifts or aptitudes so that he can be among the best in his age group, on the other hand talent requires the capability to systematically develop knowledge and skills or abilities in one field so that the child can be above others in his age group. Thus, talent influences the learning abilities of a child greatly. As talents are nothing but natural anilities of a child, faster and easier learning processes help to develop greater natural abilities or talents in a student. Talent affects the intelligence of a student, which determines his ability to reason things. A student’s talent also motivates him to perform better than the others helping in his learning process. (Kar, 2006) Prior learning A student’s prior learning affects his capabilities, approaches and strategies thus, influencing his learning abilities. As said earlier new knowledge needs to be integrated with the student’s prior knowledge to increase his learning abilities. Nevertheless, if the student does not have any prior knowledge then this integration will not take place isolating the new knowledge, which the student will not be able to utilize in his new tasks. In addition, those students who have some idea about a certain topic learn faster than others do. They can readily link their prior knowledge to the new one infusing them to increase their knowledge database. Prior knowledge also generates curiosity and interest in the student to learn more thus, helping him in his learning. Students also learn faster and can remember things better if they can link new information to an appropriate prior knowledge. This mainly helps during examinations. The students also listen to their educators and pay better attention increasing their learning. Prior learning definitely influences student learning since it builds up self-esteem in the student and they find themselves in familiar grounds when attending a lecture. In addition, the process of learning begins with prior knowledge and proceeds with newly presented information. In addition, if the students do not have any understanding or knowledge about what they are learning they may become frustrated feeling inadequate and unsuccessful. (Edelman, 2005) Language A student’s language greatly affects his learning abilities. As most of the students are proficient in their native languages, they are more comfortable when taught in the same language. They understand more and thus, are able to learn more. Nevertheless, they also need to learn the universally dominant language, English, even if it may be difficult for some students to learn. All the educators may not be proficient in the student’s native language and thus, if he is not able to understand the language used in the lectures he will be left behind in his studies. Thus, there should be a common language of interaction between the students and educators and among the students themselves so that they can communicate with each other. Thus, the more the student is academically sophisticated in his language skills the easier it will become for him to increase his abilities and knowledge. (Fletcher, 2005) Culture Culture includes religion, ethnicity, socio-economic background and even at times gender. Thus, it is evident that culture definitely affects student learning. Their individual experiences in their early years and values of their cultures affect their process of learning. As students remember and learn things faster when they can relate new information to prior knowledge, if they can link their classroom instructions to their experience and culture they will be able to familiarize with the topic faster. In addition, students having same cultural backgrounds have similar styles of learning and can thus, help each other to learn and perform better. This is also important as sharing information increases ones knowledge database. A child’s roots and cultural values and experiences affect his academics and learning process as it makes them independent in their thinking and open to learning new things. It also affects their accuracy, objectivity, analytical thinking and independence. Their values and cultures transform into their learning experiences increasing their knowledge, aptitude and thinking and improve their learning abilities making them better competitors. A student’s personal and cultural experiences also influence his language, which plays an important role in his learning abilities. (Kar, 2006) Gender Gender is also one of the factors that mildly influence a student’s learning process. Sometimes not only the gender of the students affect their learning process but also the gender of the teacher. This is because most of the times, female educators consider male students inattentive and disruptive and female students are a little hesitant to approach male educators. Also sometimes, the educators prefer only male or female students in their class depriving the other sex valuable instructions. It has also been seen that since female students outscore the male ones, the educators prefer to teach the female students. However, this can have negative affects on the learning process of the male students who deserve equal opportunities. Nevertheless, it has also been seen that most of the boys attend their educational institutions less than the girls attend and thus, sometimes fall behind the girls in their academics. On the other hand, in some communities the girl students are not allowed to attend schools and colleges due to their culture. This affects the learning process of the girl students who, even if they are interested in learning, are not allowed to do so. Sometimes the gender of the educator affects communication between the student and teacher as some students pay more attention and give better performance if taught by a teacher of the same gender. However, the gender of the educator does not matter as long as the educator is able to support and recognize the talent in the students and the students are able to learn from them effectively. Costa Rica is a very beautiful country and very independent. Costa Rica gained its independence from the Spanish in 1821 but still was mooched off of by Agustin de Iturbide in his Mexican Empire. Easter in Costa Rica is known as Semana Santa. On July 25th they have Guanacaste day, which is the celebration of the annexation of Guanacaste to Costa Rica in 1824. August 2nd they have Virgen de Los Angeles Day. Which celebrates the Patron saint of Costa Rica. This is one of the most important religious celebrations. On September 15th they celebrate Independence Day in Costa Rica. On October 12th they celebrate Dia de la Raza (Columbus Day). Lastly on December 25th they celebrate Christmas Day, which are Family-oriented celebrations. Costa Rica’s flag has tons of symbolism involved stating with the colors. The white stripe represents peace and honesty, the blue stripe represents vigilance, truth and loyalty while the red stripe represent hardiness, bravery, and strength. The emblem on the flag contains the volcanoes and their coat of arms. Costa Rica’s number one economic resource is coffee and bananas. Costa Ricans live just like we do in the U. S. A. Costa Rica and the United States of America get along quite well. Of course there has been a few bump in the road but nothing bad enough to make us hostile. We are good friends because we help each other out by buying each others products and such. Costa Rica and its relations with other countries are exquisite right now. They have been apart of the international community and have been neutral to most countries for quite some time. Of course it may be hostile to a few countries but everyone seems to have enemies. This country is said to be very beautiful so if I had the time I would gladly visit it and spend a few days on the beach. Things are cheap there and I can be cheap so it would work out great. This country is a very beautiful country that makes its money off of very natural things and I think that is very good. I think the people are nice and the amount of festivals and holidays they have is very cool.

Public schools should be monitored in selling their food and vending machine should be avoided unless they can include fruits and vegetables in it. So the fathers’ involvement on the program is crucial not only for the child but the mother also.Providers need to support the involvement of fathers in the parenting trainings. The Positive Paren ting Program has five levels; the first level focuses on community media, and information on how to deal with basic child problems.
